中國(guó)商務(wù)部19日發(fā)布的新聞稿顯示，商務(wù)部部長(zhǎng)高虎城日前表示，希望英國(guó)在歐盟內(nèi)部繼續(xù)發(fā)揮積極作用，推動(dòng)高技術(shù)產(chǎn)品對(duì)華出口。
當(dāng)日的新聞稿顯示，高虎城是在日前接受官方媒體采訪時(shí)作出上述表態(tài)的。中國(guó)國(guó)家主席習(xí)近平19日啟程訪問(wèn)英國(guó)，高虎城指出，這是近10年來(lái)中國(guó)國(guó)家主席首次對(duì)英進(jìn)行國(guó)事訪問(wèn)，對(duì)中英關(guān)系發(fā)展“具有里程碑意義”。
“希望兩國(guó)在全球經(jīng)濟(jì)格局深刻變革的今天攜手合作，共同打造中英經(jīng)貿(mào)關(guān)系的‘黃金時(shí)代’。”高虎城說(shuō)。
高虎城指出，英國(guó)是最早實(shí)現(xiàn)工業(yè)化的發(fā)達(dá)國(guó)家，中國(guó)是最大的發(fā)展中國(guó)家，雙方“經(jīng)濟(jì)互補(bǔ)性強(qiáng)，合作理念契合，合作潛力巨大”。
他說(shuō)，當(dāng)前中國(guó)正在制訂“十三五”時(shí)期經(jīng)濟(jì)社會(huì)發(fā)展規(guī)劃，著力實(shí)行新一輪高水平對(duì)外開(kāi)放，加快建立開(kāi)放型經(jīng)濟(jì)新體制；英國(guó)一貫奉行自由貿(mào)易政策，市場(chǎng)開(kāi)放度高，著力推動(dòng)經(jīng)濟(jì)持續(xù)增長(zhǎng)。中國(guó)提出的“一帶一路”倡議，英國(guó)以創(chuàng)始成員國(guó)身份申請(qǐng)加入的亞投行和英格蘭“北部振興計(jì)劃”將為兩國(guó)企業(yè)提供更多的合作機(jī)遇。
高虎城說(shuō)，為了抓住這一歷史機(jī)遇，進(jìn)一步推動(dòng)雙邊經(jīng)貿(mào)關(guān)系發(fā)展，實(shí)現(xiàn)兩國(guó)企業(yè)優(yōu)勢(shì)互補(bǔ)、合作共贏，雙方可在以下領(lǐng)域加強(qiáng)合作：
一、充分挖掘兩國(guó)貿(mào)易潛力。推動(dòng)中國(guó)高附加值產(chǎn)品對(duì)英出口，發(fā)揮英國(guó)在高端制造、高新技術(shù)和研發(fā)等領(lǐng)域的優(yōu)勢(shì)，尋找雙邊貨物貿(mào)易新增長(zhǎng)點(diǎn)。同時(shí)，進(jìn)一步促進(jìn)科技創(chuàng)新、電子商務(wù)、金融法律服務(wù)、醫(yī)療衛(wèi)生、創(chuàng)意產(chǎn)業(yè)等服務(wù)貿(mào)易領(lǐng)域合作，實(shí)現(xiàn)貨物貿(mào)易與服務(wù)貿(mào)易比翼齊飛。
二、深化投資和大項(xiàng)目合作。“一帶一路”倡議和亞投行的建立將進(jìn)一步促進(jìn)兩國(guó)企業(yè)在基礎(chǔ)設(shè)施領(lǐng)域的合作。雙方可以高鐵、核電項(xiàng)目合作為切入點(diǎn)，加大生命科學(xué)、衛(wèi)星應(yīng)用、新能源、新能源汽車和信息 技術(shù)等新興產(chǎn)業(yè)合作，著力打造一批標(biāo)志性、示范性大項(xiàng)目，推動(dòng)雙向投資合作的深入發(fā)展。
三、加強(qiáng)兩國(guó)地方合作和第三方市場(chǎng)合作。兩國(guó)政府應(yīng)建立地方合作長(zhǎng)效機(jī)制，探討中英企業(yè)合作參與英格蘭“北部振興計(jì)劃”。同時(shí)，充分利用中方在裝備制造和資金方面，以及英方在技術(shù)創(chuàng)新、管理經(jīng)驗(yàn)和金融服務(wù)方面的優(yōu)勢(shì)，推動(dòng)兩國(guó)企業(yè)聯(lián)手拓展在第三方市場(chǎng)的合作，打造兩國(guó)經(jīng)貿(mào)合作的新空間。
四、營(yíng)造良好貿(mào)易投資環(huán)境。希望英國(guó)在歐盟內(nèi)部繼續(xù)發(fā)揮積極作用，推動(dòng)高技術(shù)產(chǎn)品對(duì)華出口、中歐投資協(xié)定早日達(dá)成、盡早開(kāi)展中歐自貿(mào)區(qū)聯(lián)合可行性研究，實(shí)現(xiàn)兩國(guó)貿(mào)易和投資合作的可持續(xù)發(fā)展。（中國(guó)進(jìn)出口網(wǎng)）

Gao said that in order to seize this historic opportunity to further promote bilateral economic and trade relations, and to achieve win-win cooperation, the two sides can strengthen cooperation in the following areas:
First, to fully tap the potential of bilateral trade. We should promote Chinese exports of high value-added products to Britain, United Kingdom has advantage in high-end manufacturing, high-tech and R & D areas, we’re looking for new growth points of bilateral trade in goods. At the same time, we should further promote technological innovation, e-commerce trade in services, financial legal services, health care, creative industries and other cooperation.
Second, tp deepen cooperation in investment and large projects. "Along the way" to establish initiatives and Asian investment banking business will further promote bilateral cooperation in the field of infrastructure. The two sides can high-speed rail, nuclear power cooperation projects as a starting point to increase the life science, satellite application, new energy, new energy vehicles and information technology and other emerging industrial cooperation, and strive to build a number of landmark demonstration of large projects, promote two-way investment cooperation in-depth development.
Third, to strengthen regional cooperation between the two countries and the third markets.
