近日，國家有關(guān)部門宣布，自2015年6月1日起，降低部分消費(fèi)品進(jìn)口關(guān)稅稅率，平均降幅超過50%。

降低部分消費(fèi)品進(jìn)口關(guān)稅稅率，看似是有損經(jīng)濟(jì)利益，其實(shí)卻是實(shí)實(shí)在在促進(jìn)內(nèi)需的明智之舉，更是在實(shí)踐中得出的社會(huì)共識(shí)。

中國旅游研究院統(tǒng)計(jì)數(shù)據(jù)顯示，我國出境游近年來呈現(xiàn)大幅度增長的趨勢(shì)，境外人均花費(fèi)2萬元人民幣，用于購物的比重約占58%。中國人海外掃貨導(dǎo)致的“肥水”外流，使我國年度出入境旅游貿(mào)易逆差突破1000億美元，這不僅不利于提振內(nèi)需、擴(kuò)大消費(fèi)，而且不利于經(jīng)濟(jì)結(jié)構(gòu)轉(zhuǎn)型升級(jí)。

中國人熱衷海外掃貨的原因比較復(fù)雜，我國消費(fèi)市場環(huán)境不健全是一個(gè)重要因素，品牌建設(shè)不足、假冒偽劣產(chǎn)品時(shí)有出現(xiàn)等，嚴(yán)重影響了人們的消費(fèi)熱情。而更直接的原因則是，我國中高檔商品進(jìn)口關(guān)稅偏高，國內(nèi)免稅購物發(fā)展水平落后。研究顯示，如果將消費(fèi)品進(jìn)口關(guān)稅下調(diào)10個(gè)百分點(diǎn)，用于海外掃貨的資金可回流3000億元人民幣。同時(shí)，降低關(guān)稅吸引更多海外品牌進(jìn)駐中國，形成倒逼機(jī)制，也可促使國內(nèi)企業(yè)進(jìn)一步轉(zhuǎn)變經(jīng)營方式、調(diào)整產(chǎn)品結(jié)構(gòu)。

可以看出，我國在降低關(guān)稅方面下了很大的決心。目前，經(jīng)濟(jì)下行壓力較大，拉內(nèi)需、促消費(fèi)是經(jīng)濟(jì)增長和結(jié)構(gòu)調(diào)整過程中至關(guān)重要的一環(huán)。（中國進(jìn)出口網(wǎng)）

Chinese people are keen to sweep goods overseas, which is a result of many complex reasons, unsound consumer market is an important factor, lack of brand building and counterfeit products seriously affect people's consumption enthusiasm. The more immediate reason is the high import tariffs on luxury goods and the undeveloped duty-free shopping level. Studies have shown that if the consumer goods import tariffs decrease by 10 percent, funding for overseas shopping will be returning 300 billion yuan. At the same time, the reduction of tariffs can attract more foreign brands into China, and can also promote domestic enterprises to further change the mode of operation and adjust the product structure.

It can be seen China is determined to reduce the tariff. At present, the economic is under downturn pressure, boosting domestic demand and promoting consumption is the key to economic growth and structural adjustment.
