據(jù)最新消息，經(jīng)國(guó)務(wù)院關(guān)稅稅則委員會(huì)研究提出并報(bào)國(guó)務(wù)院批準(zhǔn)，對(duì)部分日用消費(fèi)品開展降低進(jìn)口關(guān)稅試點(diǎn)。自2015年6月1日起，我國(guó)以暫定稅率方式降低護(hù)膚品、西裝、短統(tǒng)靴、紙尿褲等產(chǎn)品的進(jìn)口關(guān)稅，平均降幅超過50%。

自6月1日起開始的關(guān)稅下調(diào)產(chǎn)品主要以紡織服裝企業(yè)的產(chǎn)品為主。其中，毛皮衣服的進(jìn)口關(guān)稅由23%直降至10%；喀什米爾山羊細(xì)毛制針織或鉤編套頭衫等進(jìn)口關(guān)稅由14%直降至7%；毛制男式大衣、斗篷及類似品和毛制女式大衣、斗篷及類似品的進(jìn)口關(guān)稅由16%直降至8%；毛制男式西服套裝和毛制女式西服套裝的進(jìn)口關(guān)稅由17.5%直降至10%。 同時(shí)，鞋類產(chǎn)品也成為此次關(guān)稅下調(diào)的重點(diǎn)，如其他橡膠、塑料短統(tǒng)靴(過踝)等五類鞋產(chǎn)品進(jìn)口關(guān)稅由24%直降至12%，而紡織材料制面的其他鞋靴進(jìn)口關(guān)稅由22%直降至12%。此外，紙尿褲的進(jìn)口關(guān)稅由7.5%降低至2%，護(hù)膚品的進(jìn)口關(guān)稅由5%降低至2%。

從上述可見，這次進(jìn)口關(guān)稅下調(diào)的力度較大，平均下調(diào)值在50%，有的關(guān)稅下降幅度甚至超過了50%。

財(cái)政部關(guān)稅司發(fā)布的公告稱，本次調(diào)整旨在完善消費(fèi)品進(jìn)出口政策，豐富國(guó)內(nèi)消費(fèi)者購(gòu)物選擇，對(duì)國(guó)內(nèi)消費(fèi)者需求大的部分日用消費(fèi)品要開展降低進(jìn)口關(guān)稅試點(diǎn)。（中國(guó)進(jìn)出口網(wǎng)）

Meanwhile, the footwear import tariffs will also be reduced, for example, import tariffs on rubber or plastic short boots and other three footwear products will be reduced from 24% to 12%, while tariffs on the footwear of textile materials will be reduced from 22% to 12%. Moreover, the import tariffs on diapers will be reduced from 7.5% to 2%, import tariff on skincare reduced from 5% to 2%.

From the foregoing, this time the import tariffs will be reduced greatly, with an average reduction of 50% in value, even some items’ tariffs decline by more than 50%.
