中國商務(wù)部部長高虎城9月13日就加拿大近日完成中加投資保護協(xié)定國內(nèi)批準(zhǔn)程序發(fā)表談話說，“我在塔吉克斯坦共和國首都杜尚別獲悉加拿大已經(jīng)完成《中華人民共和國政府和加拿大政府關(guān)于促進和相互保護投資的協(xié)定》的國內(nèi)批準(zhǔn)程序。中方對此表示歡迎，并積極評價加拿大政府為推動協(xié)定生效所作出的努力。中方期待盡快收到加方完成批準(zhǔn)程序的外交照會，以使協(xié)定盡快生效”。
高虎城表示，近年來中加經(jīng)貿(mào)合作發(fā)展順利。2013年雙邊貿(mào)易額達到544億美元；截至2013年底，雙向投資總額累計超過510億美元。高虎城認為，協(xié)定的實施有利于進一步促進中加兩國雙向投資，深化中加經(jīng)貿(mào)合作，推動兩國戰(zhàn)略伙伴關(guān)系邁上新臺階，造福兩國投資者和兩國人民。

Chinese Minister of Commerce Gao Hucheng commented on Canada’s completion of domestic approval procedures on Foreign Investment Protection Agreement (FIPA) on September 13. He said, “I learn in Dushanbe, capital of Tajikistan, that Canada has completed its domestic approval procedures on Foreign Investment Protection Agreement (FIPA). China welcomes the move and positively evaluates the Canadian government’s efforts to promote FIPA to come into force. China is looking forward to receiving Canada’s diplomatic note in this regard to make it come into force as soon as possible.
Gao said China-Canada trade and economic cooperation has developed smoothly in recent years. Bilateral trade amounted to US$54.4 billion in 2013; By the end of 2013, combined two-way investment topped US$51 billion. Gao believed that FIPA is conducive to further advancing China-Canada two-way investment, upgrading China-Canada trade and economic cooperation, upscaling China-Canada strategic partnership and benefiting investors and peoples of both countries.
Gao pointed out that China would like to work with all parties including Canada to discuss and perfect global investment rules, lead a reasonable flow of development capital and contribute to global economic growth.
