3月7日上午，十二屆全國人大三次會(huì)議舉行記者會(huì)，商務(wù)部部長高虎城圍繞“培育消費(fèi)新亮點(diǎn)、構(gòu)建開放新格局”回答了中外記者的提問。
預(yù)計(jì)3月進(jìn)出口增幅轉(zhuǎn)正
政府工作報(bào)告提出，今年外貿(mào)增長目標(biāo)是6%，高虎城表示，有信心完成這個(gè)目標(biāo)。他說，根據(jù)先行指標(biāo)測算，2月份進(jìn)出口仍然負(fù)增長，但是降幅會(huì)有大幅度減少，3月份中國的進(jìn)出口會(huì)轉(zhuǎn)為正增長。
“2014年中國仍然穩(wěn)居全球貨物貿(mào)易第一大國地位。”高虎城說，中國將采取措施推動(dòng)實(shí)現(xiàn)今年進(jìn)出口目標(biāo)，繼續(xù)抓好已出臺(tái)的支持外貿(mào)穩(wěn)定增長的政策措施，加強(qiáng)對(duì)轉(zhuǎn)型升級(jí)和結(jié)構(gòu)調(diào)整企業(yè)的支持，不斷發(fā)展和鼓勵(lì)新型的出口營銷模式，繼續(xù)為中國企業(yè)在穩(wěn)定和保持外貿(mào)出口增長方面創(chuàng)造更為有利的國際競爭環(huán)境。
“一帶一路”迎來關(guān)鍵年
2013年下半年，我國提出建設(shè)“絲綢之路經(jīng)濟(jì)帶”和“二十一世紀(jì)海上絲綢之路”的戰(zhàn)略構(gòu)想，引起全球的關(guān)注和沿線國家熱烈的響應(yīng)。
高虎城說，2015年是建設(shè)“一帶一路”的關(guān)鍵一年，目前我國已與沿線很多國家就規(guī)劃和實(shí)施的一批項(xiàng)目進(jìn)行了很好的磋商。我國牽頭發(fā)起成立了亞洲基礎(chǔ)設(shè)施投資銀行，設(shè)立了400億美元的“絲路基金”，我國的商業(yè)銀行機(jī)構(gòu)、保險(xiǎn)機(jī)構(gòu)和沿線各國的商業(yè)金融機(jī)構(gòu)以及有關(guān)基金，都將為“一帶一路”的建設(shè)提供金融方面的支持。

高虎城表示，中國境外購物迅速增長。據(jù)不完全統(tǒng)計(jì)，去年中國公民赴境外旅游人次超1億，境外消費(fèi)已經(jīng)超過1萬億元。
高虎城說，形成境外消費(fèi)的一個(gè)主要原因是價(jià)格差。一是高稅率；二是國內(nèi)流通成本過高、環(huán)節(jié)過多；三是國外品牌商對(duì)華的定價(jià)政策。下一步將從以上三個(gè)方面著力，采取措施引導(dǎo)國外采購回流。（中國進(jìn)出口網(wǎng)）

He said that according to estimates of leading indicators, import and export growth in February was still negative, but the decreasing amplitude would be significantly reduced, in March China's imports and exports will be converted into positive growth.
"in 2014 China was no. 1 for the global trade of goods." Gao said, China will take measures to promote the realization of this year’s import and export targets, continue to focus on the foreign trade policy measures to stabilize the foreign trade growth, strengthen the support for the transformation and upgrading and restructuring of enterprises, encourage the development of new export marketing model, and continue to create a more favorable international competitive environment for Chinese enterprises.
"One belt one road" to usher key year
In the second half of 2013, China has proposed the strategic concept to construct the "Silk Road economic belt" and "21st Century Maritime Silk Road", attracting the global attention and the enthusiastic response of countries along the road.
Gao said, 2015 is the key year to build "one belt one way", China has negotiated with many countries along road about the planning and implementation of a number of projects. The Asian infrastructure investment bank set up $40 billion of "Silk Road Fund", China's commercial banking institutions and commercial insurance agencies, and the countries’ financial institutions, as well as the related fund, all of them will provide the financial support for the "one belt one way" construction.
Three measures to guide foreign purchases reflux
Gao said Chinese overseas shopping grows rapidly. According to incomplete statistics, last year, Chinese citizens traveling abroad were over 100 million, consumption abroad more than 1 trillion yuan.
Gao said the main reason for the consumption abroad is the price difference. First, high tax rates; the second is the domestic distribution costs are too high, too many links exist; the third is the pricing policy of foreign brands in China. next we will focus on these three areas and take measures to guide foreign buyers back.
